I think you didn't download the files correctly, what you downloaded
are the HTML pages showing the file contents on github. Try using the
"Download ZIP" button on
<https://github.com/yorikvanhavre/Draft-dxf-importer> , then unzip the
contents to your .FreeCAD folder...
